
CASP has acquired BHCOE Holdings (doing business as Jade Health), including its Behavioral Health Center of Excellence
In late December, the Council of Autism Service Providers (CASP) and Jade Health reached an agreement for CASP to acquire the Behavioral Health Center of Excellence (BHCOE) and other Jade Health holdings. BHCOE is a long-standing accreditation body serving autism service provider organizations. CASP also has a subsidiary accreditation body, the Autism Commission on Quality (ACQ). This agreement to acquire BHCOE will unify two accreditation organizations with a shared commitment to advancing high-quality, impactful standards across the autism services field.
CASP is a non-profit, 501(c)(6) trade association whose mission is to cultivate, share, and advocate for best practices in autism services. CASP's origins trace back to 2009, with the advent of an annual conference known as the Council on Autism Services. This conference catered to C-suite leaders focused on the operational side of serving people with autism. The conference founders saw so much growth and interest that they decided in 2015 to incorporate as an association and hire full-time staff.
CASP’s history of leadership in quality improvement began even earlier. In 2014, the CAS conference founders established the Clinical Quality and Long-Term Outcomes Committee to support the development of industry standards and the dissemination of best practices. This work ultimately led to the formal launch of CASP’s accreditation program in 2022 through the establishment of the Autism Commission on Quality.
BHCOE Holdings was founded in 2015 and, as a result of a rebrand, has been doing business as Jade Health since 2024. Its signature program—BHCOE accreditation—has issued hundreds of accreditations and now acquires non-profit status with the transfer to CASP.
Once fully unified, the combined non-profit accreditation efforts will operate under the ACQ name and framework. This transition reflects CASP’s continued commitment to quality, accountability, and the ongoing support of organizations currently accredited by BHCOE as well as those seeking accreditation in the future.
What the acquisition means for you
Your current accreditation status will be upheld. Organizations accredited by the Behavioral Health Center of Excellence (BHCOE) will continue to be recognized and supported as part of this transition. The Council of Autism Service Providers (CASP) is committed to honoring the credibility and value of BHCOE accreditation and ensuring continuity for accredited organizations.
Accredited organizations will continue to receive support and benefits comparable to those outlined in their existing accreditation relationship, including access to e-learning opportunities.
What happens when it's time for reaccreditation?When your organization is ready for reaccreditation, you will be invited to apply through the Autism Commission on Quality (ACQ). Your application will continue without interruption on the existing BHCOE platform. The review process, timelines, and expectations remain the same, and you should not experience any changes to your application journey. The only difference you may notice is the support of a newly integrated, expanded team committed to ensuring a smooth and responsive experience.

If I qualify, what does this mean for my BHCOE accreditation status?If your organization successfully completes the accreditation process, your BHCOE accreditation status will be fully upheld and recognized. The Quickstart & Consulting Program will transition to CASP. This change reflects a thoughtful realignment designed to strengthen transparency, eliminate potential conflicts of interest, and ensure a clear separation between accreditation and consulting services. This approach aligns with best practices across accrediting and professional organizations.
CASP is exceptionally well positioned to support this work. With a national network of seasoned professionals and a board of directors composed of some of the most experienced leaders in the autism services field, CASP offers deep expertise, practical guidance, and a strong peer-informed perspective. Customers should expect continuity of support, access to expanded resources, and a consulting experience grounded in collaboration, ethics, and field-wide excellence.

We value the relationships BHCOE has established with its business partners and appreciate the role these partnerships have played in supporting accredited organizations.
At this time, our intent is to honor existing partnership agreements for their current contractual term, including applicable advertising placements and partner recognition, where operationally feasible. No immediate action is required from you.
As BHCOE is integrated into ACQ, we will be reviewing partnership models to ensure alignment with the combined organization’s mission, standards, and long-term sustainability. Because this review is still underway, we are not yet making determinations about future partnership structures or renewals beyond the current agreement term.
Should any changes become necessary during the term of your existing agreement, we will communicate directly and transparently in advance. Any future partnership opportunities, if offered, will be shared separately once integration planning is further along.

There is no impact to Autism Commission on Quality (ACQ) applications currently in progress or to organizations that are already accredited. ACQ remains fully operational, continues to accept applications, and will carry on its accreditation activities without interruption.
Will there be any changes in the future that affect ACQ accreditation?ACQ accreditation standards and processes will continue to be stewarded with the same commitment to rigor, transparency, and excellence. As with any high-quality accreditation program, standards may evolve over time to reflect emerging best practices, clarify expectations, or strengthen quality outcomes. Our priority is, and will remain, supporting accredited organizations and applicants through a stable, trusted, and continuously improving accreditation experience.
